ASBESTOS MANAGEMENT PLANS

New legislation was brought into effect on 1 January 2006, namely the Code of Practice for the Management and Control of Asbestos in Workplaces.

If you are an owner or are a person with control of a workplace or commercial premises, you must comply with the Workplace Health & Safety Regulation 1997 in relation to the identification and management of asbestos – failure to do so is an offence and penalties will apply.

The legislation outlines specific obligations for a person in control of a workplace.

All commercial buildings given building approval prior to 1 January 1990 are subject to these regulations and must have in place:

  • Asbestos Registers
  • Asbestos Management Plans
  • Training for workers and occupants in relation to the dangers associated with asbestos

It is an offence to sell, lease, demolish or renovate a commercial building unless you comply with these regulations.

What""s Included in an Asbestos Management Plan?

Queensland Asbestos Management Services applies the following principles and procedures when preparing an Asbestos Management Plan:

  • Technicians investigate the workplace for the presence or possible presence of Asbestos Containing Material (ACM). Sampling of the suspected products are undertaken and sent to a NATA accredited laboratory where they are tested in accordance with the methodology outlined in the Australian Standards.
  • An Asbestos Materials Register is prepared outlining the identified or presumed ACM, including details on their location and accessibility. All ACM""s identified will need to be labeled throughout the workplace.
  • Assess the condition of any identified ACM""s and associated health risks. Removal of the ACM may not be necessary if the product is in good condition or there is no threat of being disturbed by maintenance or refurbishment.
  • Develop measures to minimise the health risks and prevent exposure to any ACM that remain in the workplace.
  • Identify restricted work areas and provide access permit forms and procedures that are easily followed.
  • Liaise with the client to ensure they understand their initial and ongoing control measures which are to be maintained whilst the ACM remain in the workplace.
  • Other information provided in the Asbestos Management Plan includes:
    • General information on the types of asbestos and their associated health risks
    • Photographs of all areas sampled and inspected
    • Sample Analysis Reports from the laboratory
